A beloved husband, father, brother and friend, Peter Behm passed away quietly in the early morning hours of July 18, 2013. Although his time with us was cut far too short by his battle with cholangiocarcinoma, a rare form of cancer, the sheer quantity of lives he impacted with his unwavering and principled personal and professional commitment to service, justice and basic human kindness makes his 65 years seem even shorter in comparison.

In 2012, Peter retired from the NY State Commission on Quality of Care. His 29 years of employment at CQC and position as Senior Investigator of abuse among vulnerable populations made him both witness and key player to the agency through its most formative years. His expertise and leadership helped establish protocols and effect policy changes which protect NY State’s mentally and developmentally disabled population to this day. In 2011 Peter was greatly honored when he was tapped to join a select Governor-commissioned panel in reviewing the state’s performance in caring for its vulnerable populations, a project which culminated in the revamping of care provided and the creation of NY’s Justice Center. Known for his keen but sensitive approach to victims and their families, his unique blend of skills as a professional social worker and private investigator saved many lives and reinforces the importance of advocating for those who cannot. Peter extended this warm heart and standard for excellence in his personal life as well- an athlete all his life, Peter was as recognized for his prowess on the tennis courts and golf course as he was for his friendliness in the clubhouse and his eagerness to pass his skills on to others. A man who never sought any extravagance or accolades, it was simple pleasures that brought him the most joy; being with family, tending his gardens, a round of golf, oldies music and handicapping horse races. The principles that guided him live on in all those whose lives he touched.

Son of the late Karl and Mildred Behm, predeceased by a brother, Joe Behm. Survived by his wife Vivian, daughters Mildred and Marielle and siblings Karla Behm, Susan Walrich, Rita Spata, Richard Carpenter and David Behm. A wake will be held on Sunday July 21 from 5-8 PM at Ray’s Funeral Home in Castleton and a memorial service on Monday July 22 at 10 AM at Holy Spirit Church in East Greenbush.
